As discussed on IRC,

I started DOAP with open source projects explicitly in mind, and I will
devote the large part of my efforts to ensuring that I still meet that
goal.  However, I do not want to exclude the use of DOAP for other
purposes, and I see no reason it should not be used to describe non-free
software as well.

If you want to propose any new properties to support that usage, please
feel free, but I am still minded to be conservative about new things
just now.

The schema itself, which is the normative reference to the vocabulary,
makes no explicit claim about what a Project is, so I don't right now
see a need to amend it.
