[doap-interest] SWIK adds DOAP support

Raptor can read this, such as via the command line:

$ rapper -i rss-tag-soup -c http://xml.swik.net/Emacs
rapper: Parsing URI http://xml.swik.net/Emacs
rapper: Parsing returned 152 statements

and t could get out the doap properties but it doesn't presently
understand the DOAP namespace.
