It would be perfect to have DOAP hosted on xlmns.com. 

Does this mean you still have an interest in DOAP and intend to 
continue to drive it forward?

As the namespace URL is important, I'll continue hosting the master schema at http://usefulinc.com/ns/doap for now. It'll likely move for the long term to xmlns.com, which has been set up for exactly this sort of purpose -- it's what FOAF uses.
