Did you compile gnome-bluetooth yourself?
If you did, then you need to add the schemas file to the database.
Something like that would do:
gconftool-2 --makefile-install-rule <path to gnome-obex-server.schemas>
(usually <prefix>/etc/gconf/schemas).
Otherwise file a bug with Ubuntu, their package is broken.

Set /apps/gnome-obex-server/receive_notification to FALSE in GConf, once
you've fixed the above.
