[phpxmlrpc] Client Payload Duplicated....

I am playing with client and server classes, and find the
$HTTP_RAW_POST_DATA data received is a duplicate of the payload being sent
by the client.   Does anyone have any ideas?

I find this behavior also occurs in a java client.   This leads me to
beleive its not a PHP thing, but an Apache thing.

I'm using RH 8.0
