[phpxmlrpc] entity changes

Ok, I made this change and things work a lot better now. I will
have my users do some additional testing.
This is a simple one line change. I will want to get it checked
in if possible. How do I go about doing this? Do I need to get
CVS commit permission for my SourceForge account?
