If not, install the
> libxml-rpms too. 

They were installed. That made me wonder the most.

On my 9.1 system both -- expat and libxml -- are installed,
> and configure seems to need some libxml header files, from the development rpms.

Did not run make yet, so maybe I'll need that hint too, thanks.
