In reply to your questions.

(c) as someone with an interest in Pacifika languages (Maori, Samoan,
etc), what are the barriers to entry? How easy to contribute language
names and partial translations of taxonomies?

Other languages could be easily added, but we have no intention to do this 
now. We used a spreadsheet and Google Refine RDF to create the 
multilingual taxonomies. This is explained here:

(b) the string '"русский язык"@en' appears to have the wrong language
code. Is it meant to be '"русский язык"@ru'?

You are right, it should have a Russian language tag, but as we have 
different languages in the same column that could not so elegantly be 
added using Google Refine RDF. We have removed the language tag here.

(a) the language names don't seem to be translated into the 7
languages, is that included in one of the downloads?

You are right. We have added these languages:

All these taxonomies are available under an open licence as indicated for 
each separately. The validator - which we used to generate the HTML 
representation - is now made available under the European Union Public 
Licence.
