Ah, sorry. It's in GNOME CVS.

% export CVSROOT=":pserver:anonymous at anoncvs.gnome.org:/cvs/gnome"
% cvs login  (hit enter when asked for password)
% cvs -z4 co libbtctl gnome-bluetooth

Build and install libbtctl first.
