[gnome-bluetooth] Phone Manager Install Failure

When I attemp to run the ./configure  for  Phone Manager  I get the 
following error.

checking for pkg-config... /usr/bin/pkg-config
checking for sigc++-1.2
        glib-2.0 gobject-2.0... Package sigc++-1.2 was not found in the 
pkg-config search path.
Perhaps you should add the directory containing `sigc++-1.2.pc'
to the PKG_CONFIG_PATH environment variable
No package 'sigc++-1.2' found
 
configure: error: Library requirements (sigc++-1.2
        glib-2.0 gobject-2.0) not met; consider adjusting the 
PKG_CONFIG_PATH environment variable if your libraries are in a 
nonstandard prefix so pkg-config can find them.

I have run the ./configure, make check, and make install on both pks 
sigc++-1.2 & glib-2.0 ( of which gobject-2.0) is a part of.

I am new to Linux and hope someone can tell me where, how or what I need 
to do to fix this ... I have tried but failed to figure out
how or where to set directory containing `sigc++-1.2.pc' to the 
PKG_CONFIG_PATH environment variable
the directory where the pkg resides while I am trying to install it is 
:  /home/jimc/Desktop/Gnome_BT_pkg/gnome-phone-manager-0.4
