[gnome-bluetooth] No Bluetooth Found, Plug in a dongle to use Bluetooth

I wanted to follow up on the "upgrade" path. So I updated my Ubuntu
16.04 VM, in hopes that would also fix "gnome-control-center
bluetooth" there. After updating, rebooting and testing that things
worked with "bluetoothctl" (I can see my phone + pair with it),
"bluetooth-control-center bluetooth" still didn't work.

I switched back to the Fedora VM. I checked that "bluetoothctl" worked
(discover phone + pair). But now "gnome-control-center bluetooth" is
all greyed out again (like in my first post)!

What's going on?
