I've simplified the gui and made new screenshots:

User changes are applied instantly. No need to click "Apply". There's
one significant issue which needs to be addressed:

How are device specific settings, such as the name, associated with 
a specific device? 

I've made a patch for the hcid service which makes it possible to
configure a specific device based on its Bluetooth address. Perhaps
it would be better to use the interface id (hci0, ...) instead? 

Any opinions?
